Position:Head of Department: Disaster Management and Emergency Services
Remuneration Package:R 1 490 566 – R 2 235 649 per annum TCTC
Key Performance Areas:

  • Translate organisational strategy into operational objectives, whilst ensuring delivery of functional strategic Disaster Management and Emergency services’ plans
  • Ensure a common approach to and mechanism for dealing with governance issues, enabling regular dialogue that promotes problem resolution
  • Ensure the integrity and effective administration of DEMS management delivery processes
  • Provide overall direction in terms of programme management and implementation
  • Oversee and facilitate the development, alignment and implementation of effective DEMS delivery programmes across the EMM
  • Oversee, manage and ensure that the IDP plan is executed according
  • Ensure that strategy and the operating model is adequately budgeted for through the development and implementation of a fit for purpose budget
  • Ensure that agreed service level agreements are met, maintaining customer satisfaction
  • Provide mechanisms and support to organisational improvement interventions
  • Facilitate key developments, whilst providing specialist relevant coaching to key stakeholders, leaders and executives
  • Drive innovative approaches to DEMS infrastructure development and maintenance, benchmarked with global best practices
  • Ensure that proper preventative interventions and campaigns to avoid disasters, emergencies and floods are in place across the Metro
  • Ensure the availability of proper and adequate systems, tools, facilities and capabilities to respond timeously to floods, emergencies and disasters in the Metro
  • Identify priorities for multidisciplinary disaster preparedness, mitigation and risk reduction through assessment of prevailing and potential vulnerabilities
  • Effectively lead and manage the department

Core Requirements:

  • NQF Level 5 Finance Management qualification as per National Treasury requirement
  • Relevant B degree in Disaster Management or Emergency Management, or an equivalent NQF Level 7 qualification
  • 10 years’ management experience of which at least 5 years must have been at senior management level in Similar environment
  • Extensive knowledge of DEMS deliverables and mandates within the Government, Local Government and the industry context
  • Extensive strategic leadership experience and competency
  • Programme and project management skills
  • High-level organisational, communication, financial, budgetary and stakeholder management skills
  • Performance management skills
  • Good understanding of and experience in stakeholder relationship management
  • Registration with a relevant professional body
