THE NYDA NSC 2ND CHANCE PROGRAMME
The young people who fail their matric exams find that their options and choices in life after school are limited due to not obtaining the National Senior Certificate. South Africa is battling with a high unemployment rate, in the first quarter of 2012 the unemployment rate was estimated at 25, 2% and 70% of that number were young people.
This programme aims to give the young people of South Africa a 2nd Chance at turning their lives around. For five years the
programme has seen thousands of young people being assisted to re-register with the Department of Basic Education (DoBE) for a chance to rewrite matric and go on to pass Grade 12.
The programme came into existence as a response to National Youth Policy (NYP) 2013-2014 policy recommendations and challenges facing the South African education system. The National Youth Policy (NYP) 2009-2014 defines young women and men as those who have left school prematurely without matric and are unskilled. The policy highlights that since they are at home doing nothing they are at high risk of behaviours such as HIV infection, rape, alcohol, drug abuse, violence, exploitation and they often run the risk of being in conflict-with-the-law.
The NSC 2nd Chance Programme has seen tremendous growth since its inception. This bears testament to the great need that is out there for young people who have failed their matric to be given a 2nd Chance at rewriting their matric exams.

Having observed the programme’s success over the years, the NYDA is allocating more funds to the programme. For the 2024 academic year, the NYDA has set aside a budget of R20-million in partnership with the ETDP SETA. The ETDP SETA will contribute R6-million towards 2 000 young people and NYDA will contribute R14-million towards 3 675 young people who will be registered on the NSC 2nd Chance Programme.
