Beyond Zero (BZ) has been successfully implementing comprehensive services across the HIV and TB care continuum in the Eastern Cape (EC), KwaZulu-Natal (KZN) and Limpopo Provinces in the past 16 years; targeting key and vulnerable populations including adolescents and youths, sex workers (SW), orphans and vulnerable children (OVC) and men who have sex with men (MSM) and people living with HIV amongst others. As one of the 4 nominated Principal Recipient (PRs) in South Africa to lead and provide strategic management, oversight, monitoring and evaluation on the implementation of the Global Fund grant for the period April 2024 until March 2024, Beyond Zero is recruiting to fill the following positions under the GF funding mechanism.
Job Title: Strategic Information Team Lead
Job Location: BZ Head Offices in East London, Eastern Cape or BZ Gauteng Offices.
Contract duration: One year fixed term with possibility of extension for 3 years depending on funding availability.
Anticipated start date: 1 April,2024
Remuneration: Market related.
Position Description Summary: The SI TL shall provide overall leadership, guidance and strategic direction on the planning, implementation, monitoring, evaluation reporting, learning and knowledge management for the Health Portfolio. Reporting to the Project Director, the SI TL plays a key and central role for all BZ Health Office staff, consultants and implementing partners (IPs) on all issues related to health program (including HIV/AIDS, TB) strategic information component. The SI TL will ensure performance monitoring, planned evaluations and on-going data analysis at all levels.
Duties & Responsibilities:
- Lead the development of robust monitoring and evaluation systems, data management procedures and knowledge management hub;
- Lead the monitoring and ongoing review of BZ Performance Monitoring Plan (PMP).
- Ensure that the PMP is updated as needed, with meaningful indicators and targets that communicate the impact of Funder interventions.
- Provide ongoing analysis of BZ and SR performance in order to identify key issues which require immediate action by BZ.
- Oversee and coordinate planning and implementation of all BZ monitoring activities including coordination of data quality audits, development of communication materials and on-going quality improvement.
- Ensure that planned development results are achieved in a highly efficient, effective and timely manner, consistent with funder regulations, policies and development principles.
- Lead all BZ reporting including the Performance Plan and Report and the CCM. Coordinate with M & E team and implementing partners to ensure timely compilation and reporting of results for required indicators.
- Perform analysis of data to inform BZ Management on program planning.
- Liaise with the M&E team and Funder team to ensure that BZ fulfils all reporting requirements according to established deadlines.
- Work together with DoH, development partners, and other key stakeholders to support the strengthening of key government systems at the national, district, and community level. This includes attending technical working group meetings on related issues.
Minimum requirements
- A university degree in a discipline appropriate to the position such as social science, statistics, mathematics, demography, public health, or an equivalent job-related field.
- Minimum five years of progressively responsible job-related professional-level experience in monitoring and evaluation (M&E) systems, evaluation of program/project/activity implementation, in direct program/project/activity management, or in a closely related activity is required.
- At least 3 years’ experience in the field of public health and in a development-oriented workplace or a related field, for donor agencies, host-country organizations, non-governmental organizations, or private-sector institutions, and which included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data, is desired.
- Demonstrated ability to assume management and leadership roles.
- Resourceful individual with good judgement and must be able to work diplomatically with stake holders from different backgrounds.
- User- level ability to work with computers and common software used within international donor environment
- Ability to work under pressure in a highly pressurised environment with very tight deadlines.
- Ability to communicate effectively with different stakeholders.
- Valid driver’s license and ability to travel extensively.
Job Title: Grants Manager
Job Location: BZ Head Offices in East London, Eastern Cape or BZ Gauteng Offices.

Position Description Summary: Grants Manager leads the effective and efficient administration of sponsored projects throughout the entire award life-cycle, from pre-award to close-out, focusing on regulatory compliance, assessment and mitigation of business risk, and enforcement of funders and Beyond Zero policies and procedures. The incumbent provides expertise and leadership to meet all pre and post award management requirements
Duties and Responsibilities
- Reviews, analyse and distributes new award notices related to Beyond Zero sponsored projects to SR, and leadership staff including detailed analyses regarding terms and conditions for all awards.
- Develops, organizes and conducts new award briefings with Technical Lead, management teams, finance teams, field staff, and other stakeholders to ensure proper commencement of new projects
- Oversees knowledge management requirements for assigned awards and maintains complete award documents (electronic), including submission and transmittal of grant deliverables (programmatic, financial or audit related)
- Identifies potential contractual disputes between Prime, SR and SSR
- Support the development of and manage sub-award agreements
- Monitor award implementation, reporting and procurements to ensure donor compliance
Minimum Requirements
- Bachelor’s degree in Business Administration, Finance, Accounting or other related field
- 5 years’ experience in grants management in a non-profit organization is a pre-requisite
- Extensive knowledge of pre- and/or post-award grant management is a pre – requisite
- Knowledge of financial/accounting systems
- Extensive computer knowledge and use of excel a must.

Job Title: Training Manager

Position description summary: The Training Manager devises the organizational training strategy, oversees its implementation and assess its outcomes. The Training Manager will identify training and developmental needs and drive suitable training initiatives that build capacity of BZ staff.
Duties and Responsibilities
- Identify and assess future and current BZ and SR training needs
- Draw up an overall or individualized training and development plan that addresses staff training need and expectations
- Deploy a wide variety of training methods relevant to the training needs identified
- Conduct effective staff induction and orientation sessions at set intervals
- Monitoring and evaluation of trainings periodically monitor and evaluate training program’s effectiveness, success and generate periodic reports
- Manage training budget
- Ensure that set training targets are achieved within agreed time frames
Minimum Requirements
- Degree in Education, Health, Human Resources or relevant field
- 3-5 years’ experience as a training manager
- Track record in designing and executing successful training programs
- Experience in traditional and modern training methods (mentoring, coaching, on-the-job or in classroom training, e-learning, workshops, simulations etc.)
- Experience in developing training material for accreditation of training programmes
- Specialized knowledge and demonstrated expertise in the area of HIV and AIDS programs and related disciplines.
- Excellent facilitation skills
- Excellent communication and leadership skills
- Ability to plan, multi-task and manage time effectively
- Strong writing and record keeping ability of reports and training manuals
- Good computer and database skills

Job Title: Monitoring & Evaluation Manager
Job Location: BZ Head Offices in East London, Eastern Cape or BZ Gauteng Offices.
Contract duration: One year fixed term with possibility of extension for 3 years depending on funding availability.

Position Description summary: The M&E manager is responsible for designing, development, implementation and management of M&E systems, analysing data and writing reports for funders and management, liaising with Government Information Managers and Donors regarding reporting requirements and strengthening of data management.
Responsibilities:
- Lead all M & E initiatives within BZ
- Award and /or Program Management Support
- Lead all M&E initiatives for assigned award including monitoring of data quality, tracking the progress of activities
- Build M&E capacity in all BZ supported regions:
- System development
- Lead M&E system and process development and creating a framework and procedures for the monitoring and evaluation of program activities
- Define and implement the key project performance indicators (KPI) as well as monitor them
- Propose strategies to increase data use and demand among Program staff
- Manage M& E Officers while they create and revise tools and data collection procedures (framework, project performance tracking, indicators, data flow chart, M& E manuals)
- Data management and analysis
- Keep abreast of award/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results
- Identify strengthens and weaknesses in existing data collection and management systems and propose solutions
- Conduct field visits to ensure quality of data collected and to verify accuracy of reported data
- Ensure that donor, partner and SMT data queries are addressed timeously
- Compliance reporting
- Compile high quality external compliance reports as per donor reporting requirements including quarterly, narrative and annual reports
- Compile monthly internal programme activity reports
- Compile ad hoc reports as and when required
- Review and analyse weekly reports to identify causes of bottlenecks in project implementation and enhance quality of reporting
- Promote and strengthen the monitoring function
- Consolidate monitoring tools
- Analyse data from monitoring tools and provide monthly feedback to programmes
- Analyse data for internal monthly performance reviews
- Conduct internal (Beyond Zero) performance reviews to monitor data quality and guide programme functioning
- Participate in planning sessions for programme alignment and assist management in establishing M&E work plans and targets
Minimum Requirements
- Degree in a health field, Information Management or Statistics
- Master’s in Public Health (MPH) will be desirable
- At least 5 years M&E managerial experience in the health field in South Africa, with
Particular experience in HIV/AIDS and TB fields
- NGO work experience will be preferred
- Project management experience
- Operational and strategic management experience
- User level ability to work with computers and common M & E software used within international donor funding agencies
- strong competency in data analysis
- Excellent presentation and report writing skills
- Supervision skills
- Ability to communicate effectively with different stakeholders
- Ability to work under pressure in a highly pressurized work environment
