Significance of PAIA
Section 32 of the Constitution guarantees the right of access to information held by the State and other persons of the institutions. The Promotion of Access to Information Act 2 of 2000 (PAIA) provides the framework and procedures for the exercise of the constitutional rightto information as swiftly, inexpensively and effortlessly as is reasonably possible.

PAIA definition of a record
PAIA applies to a record(s) regardless when it came into existence. PAIA applies to all recorded information regardless of form or medium, whether in the possession or under the control of Transnet and its business units (PAIA Chapter1: Definitions and Interpretation).
Voluntary disclosure of certain categories of Transnet records
Certain categories of public records of Transnet are available automatically without a person having to request in terms of PAIA. The only fee payable will be a prescribed fee for reproduction.
