Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor: Provincial Support

Contract Period: 15 months
Job Purpose: The MEAL Advisor will act as a support in the MEAL system to projects and provinces from design, implementation and delivery of projects and programmes. In addition, he/she will ensure future learnings are carried over to new and other projects.
Key Responsibilities
- Ensuring the MEAL systems meet Save the Children South Africa MEAL standards by e.g. availability of standard MEAL related project documents and tools, proposal compliance in respect of MEAL budget and processes
- Developing a MEAL system that meets the prescribed standards
- Developing and supporting the implementation of project MEAL plans
- Conduct monitoring on quality benchmarks of interventions implemented to inform quality improvement of interventions.
- Coordinate review meetings for projects on a quarterly basis
- Facilitating and documenting all lessons learnt for application in project and improved implementation
- Ensuring all baselines and endlines are supported through training for enumerators for data collection, ensuring quality controls are in place and that data is captured and ready for analysis
- Provide donor reporting against indicators
- Promote accountability and participation in sharing project findings with communities
- Develop and manage feedback mechanisms and ensure appropriate child participation in monitoring and evaluation of projects
- Make an input on learning in the project design and training as and when required
- Provide training for Project staff in building capacity on MEAL skills base
- Make an input from lessons learnt in a project into programmes and overall organisational learning
- Ensure lessons learnt are translated into project development
- Support knowledge management, including oversight of documentation of lessons learnt at the end of project

Qualifications and Experience
- Bachelor’s Degree in Social Sciences
- Diploma/Certificate in Project Management / Monitoring and Evaluation will be an added advantage
- 3 years previous experience in a similar role
- Computer literacy (MS Office package)
